Duties:
Peoples Advantage Federal Credit Union is seeking a Chief Financial Officer. The Chief Financial Officer (CFO) assists the CEO in the overall management of the credit union. The ideal candidate will have the ability to balance the business and mission of the credit union. The CFO controls and directs the Accounting and Finance Operations and liaises with the Asset Liability Management Committee (ALCO), providing management control and oversight over investments. The CFO also actively participates in strategic and business planning and develops the annual budget. The CFO meets and complies with all credit union standards. This position is performed both remotely and onsite, as directed by management.
Duties and Responsibilities:
- Ensures credibility of Finance and Accounting group by providing timely and accurate analysis of budgets, financial trends, and forecasts.
- Evaluates and advises on the fiscal impact of long-range planning, introduction of new programs/ strategies and regulatory action.
- Analyzes cash flow, core controls, expenses, and all financial statements to identify potential areas for improvement.
- Manage Current Expected Credit Losses (CECL) accounting standards with reasonable and supportable forecasts
- Serve as a liaison with regulatory agency examiners and auditors.
- Communicates with the Board of Director, the Supervisory Committee and management team regarding strategic recommendations, financial results and policies which effect the credit union to assure that they are informed about matters which affect the financial institution.
- Controls and Directs the Accounting and Finance Operations of the Credit Union.
- Ensures accuracy and timeliness in the processing, preparation, and control of financial and accounting functions:
- Develops, maintains, and monitors accurate accounting records of activities reconciling GL accounts daily and monthly.
- Performs month-end general ledger reconciliation accurately maintains subsidiary ledgers to general ledger for shares, loans, receivables, fixed assets, prepaids, investments, investment income, and other accruals.
- Closes and produces timely and accurate monthly financial statement packages.
- Ensures that accounts payable are approved, processed, and paid timely.
- Ensures that purchases and expenditures are within budget limits, controlling adequacy of supplies.
- Ensures that all receivable transactional accounts are reconciled.
- Manages all financial reporting requirements: responding to Federal Examiners and Auditors; files quarterly NCUA 5300 reports.
- Ensures accuracy and timeliness in the processing, preparation, and control of financial and accounting functions:
- Liaises with the Asset Liability Management Committee (ALCO), providing control and oversight over investments.
- Develops reports and analysis for review by the Asset Liability Management (ALM) Committee and CEO
- Prepares analysis of internal and external data for review
- Prepares documentation for the formulation of ALM decisions.
- Monitors and controls Investment Portfolio investing funds in approved investment instruments.
- Liaises with approved investment broker(s)
- Reconciles, and balances investment portfolio and bank statements.
- Explores feasibility, assesses risks, and makes recommendations for new investments, as permitted by NCUA regulations.
- Develops reports and analysis for review by the Asset Liability Management (ALM) Committee and CEO
- Is an active participant in the development of strategic and business plans and the budgetary process.
- Develops and maintains reliable accounting information on income, expenses, assets, liabilities, and capital as a basis for:
- Actively participates in the formulation of business plans, financial forecasts, and budgets.
- Monitors to ensure compliance with approved expenditures and acquisitions.
- Actively participates in the development of credit union policies and procedures.
- Develops and maintains reliable accounting information on income, expenses, assets, liabilities, and capital as a basis for:
- Meets and Complies with Credit Union Standards
- Meets Bond requirements.
- Maintains Ethical standards, Complying with Code of Conduct, Policies and Procedures
- Maintains highest standards in personal credit union financial affairs.
- Is expert in CU & Job Knowledge including:
- Working knowledge of the CU’s history, philosophy, mission, business plan, objectives, policies, procedures, and products
- Develops and maintains understanding of the laws and regulations governing credit union operations and all other regulations as they pertain to areas of responsibility.
- Attends seminars, workshops, and continuing education courses as required.
- Maintains job skills and qualifications pertinent to current position.
- Other duties as assigned.
Requirements:
Qualifications and Requirements:
- BS in Accounting or Finance, MBA and/or CPA highly desirable
- Knowledge of financial regulations
- Experience in strategic and operational planning and execution
- Experience in grant and government financial programs
